A formal planning and control reporting system devised by the Department of Defense for its contractors to use, intended to ensure uniformity as well as provide early insight into impending schedule or budget overruns. Because of the complexity and high overheard associated with C/SCSC, it was eventually simplified and led to Earned Value Management.
